Ramón Piñeyro Founding Partner of the Firm since 1991.
Mr. Piñeyro earned a Doctor of Law degree from the Universidad Nacional Pedro Henríquez Ureña (1987); and a Degree in Civil Procedural Law from the Pontificia Universidad Católica Madre y Maestra (2005).

Mr. Piñeyro concentrates his practice in Business and Real State Law and Transactions. He has also been active in advising clients of both local and offshore society. Accumulated experience in high profile mergers, acquisitions and project finance transactions which have provided a wide background in contracts, taxes and business law. Marilyn Fernandez. Partner of EPFE (since 2000).
Mrs. Fernandez earned a Doctor of Law degree from the Universidad Nacional Pedro Henríquez Ureña (1987); and a Master’s Degree in Business Law and Economic Legislation from the Pontificia Universidad Católica Madre y Maestra, (1999); moreover she became Public Notary for the National District Board in 1993.

Mrs. Fernandez concentrates her practice in Labor, Employment and Business Law which also includes contracts and negotiations. In the corporate area she focuses in Business and Real State transactions dealing with mercers and acquisitions. (

They had participation in the coordination and execution of major local and international transactions and projects in different areas, including corporate restructuring process through mergers and acquisitions and liquidation of services companies and banking institutions; multidiscipline investment projects; loan transactions and guarantees; business structures and tax planning and development and operation of tourism and real estate-urbanization projects, among others.

Real Estate Purchases by Foreigners.

There are no restrictions on the purchase of real estate by foreigners and Dominicans. Alike are subject to the same process.

The new Land Registration Law establishes a system for registration of real estate, whereby the offices of the Registry of Titles issue a Title Certificate in favor of each legally registered landowner. According to the law, the Title Certificate is a document justifying the right of ownership. The purchase of rural or urban real estate must be registered with the Registry of Titles corresponding to that jurisdiction. It is important that the purchaser, before effecting the operation, requests a copy of the property title and takes all necessary measures in order to guarantee that the ownership rights are intact and that obtaining a new title certificate at the close of the sale is possible.

The transfer of real estate is subject to the following taxes: A tax of 3% of the total value of the sale. In addition, the Tax on Luxury Dwellings and Empty Urban Lots (“IVSS Tax”) is payable annually on the holding of luxury dwellings and empty urban lots whose market value exceeds RD$5,000,000.
There are no restrictions on foreigners leasing or renting properties in the DR. EPFE, Lawyers and Consultant fee is usually a one percent (1%) over the purchase price and there is no need of legal residency to procure a property.
